If you have had latency issues recently (besides the latest crash), post your traceroute information to Customer Support Specialist Hummingbird on the RIFT Forums. He has instructions on how to post your traceroute information in the thread below:

 [NA Shards are back up, but you should still send your traceroute info to Hummingbird so they can get the latency issues sorted out!]
