Obtained: From the Veteran Rewards Vendor. If you have 7,000 or more Loyalty Points, you’ll have access to this vendor.
Open your Abilities Window (default key ‘p‘) and then find the Veteran Rewards Vendor and click on it to summon him.
You will also need the “Veteran: 36 Month Loyalty” Achievement found under Achievements -> Vet Rewards (requires 252,000 Loyalty to obtain). (Thanks to herulero for the information!)
