Be in the Mathosia continent (pre-Storm Legion zones) and then open up the Instant Adventure window (default key ‘.‘). You’ll need to mentor down between 45-50 for the join tab for ‘Stillmoor’ to appear.
Price: Rare drop.
Level Requirement: 50
Mount Speed: 110% or Matches your fastest mount speed.

This mount used to be purchaseable from the Order of Mathos Quartermaster in Stillmoor back in the early days of 2011 but was removed. Only one left for sale is the Swift Rock Najmok Reins Mount.
